But Cuba is a country which really establish a healthcare system that prioritizes and guarantees people's health. They train medical students from all over the world for free. Most of the medical resources go to the primary healthcare institutions. The primary care clinics open 24/7. Before 1949, the life expectancy was 35, after that, the life expectancy rose to 68. In 2021, it is 78.2. This is a significant milestone in the history of medicine. From the 1950s to the 1970s, China focused on developing primary medical care, equipping each organization a hospital or a paramedical room. In rural areas, there are village doctors offering basic medical service. It is these primary healthcare providers who guarantee the health of the people efficiently. In 1978, the total health expenditure in China was 10 billion yuan. With a population of 1 billion, per capita health spending was only 10 yuan in China. This explains the greatness of primary health care.
